The regulations state that an operator who seeks a standard National or International Licence must satisfy the Licensing Authority that he/she is either professionally competent and qualified or employs someone as a transport manager who is professionally qualified. To become qualified the person must pass their CPC examinations. The examination for a National CPC consists of three modules (a fourth module covers International Operations). All three (or four if also taking the International exam) are sat on the same day.

Why do I need a CPC in National Freight?

If you operate goods vehicles over 3.5 tonnes gvw, you will require an Operator’s Licence. There are two types of Operators Licence in the UK, a Standard and a Restricted licence. If you wish to operate for hire and reward you will require a Standard Operators Licence. A Restricted Operators Licence allows you to carry your own goods only. You do not require a CPC qualification for a Restricted Licence. To obtain a Standard Licence you must hold, or employ someone who holds, the relevant Certificate of Professional Competence in Road Haulage (CPC) qualification. For those who want to operate internationally you will require both a National and an International CPC qualification.

I operate coaches, do I need a CPC?

Standard Operators Licences are used by most commercial coach and bus operators. To get a standard licence you, or your transport manager, must satisfy the requirement of professional competence, in other words a CPC qualification If the requirement of professional competence is met for both national and international operations, you can get a standard international licence. This allows you to take passengers abroad as well as to operate in Great Britain. 

If you or your transport manager can only claim professional competence for national operations, you will only be able to get a standard national licence.

How do I get a CPC in Transport Management?

To gain your CPC you must pass the relevant CPC examinations. They are conducted four times per year at approved OCR examination centres.
The OCR examination for the National Freight syllabus consists of three units. Units 1 and 2 are multiple-choice exams and Unit 4 is a case study. If you want the International qualification then you need to take Unit 6 as well. The National Passenger syllabus is also three units. Units 1 and 3 are multiple-choice exams and Unit 5 is a case study. For the International qualification you take Unit 7 as well.

How do I study for a CPC?

To prepare for the examinations you can attend a scheduled training course. Our National course is six days in duration and can be spread over a number of weeks leading up to the examination. An optional half day refresher is available at an extra cost if required.
Training is classroom based with full study notes provided. Candidates are advised that there will be study time required on the days between the training sessions.

What is covered on the course?

The National Freight Syllabus (LGV) is divided into three modules - 1, 2 and 4 (a Case Study). To add International you need to also study Module 6.

The National Passenger Syllabus (PCV) is divided into three modules - 1,3 and 5, (a Case Study). To add International you need to also study Module 7.
